Related training classes are mandatory. However, the JATC realizes that circumstances arise in which an apprentice may be unable to attend. Therefore, the following apply:
School attendance is mandatory. Your employer is prohibited from working you shift-work, overtime, or on out-of-town projects on school nights, without prior approval from the JATC.
There are no excused or unexcused, there are only absences. If you do not attend class, you are considered absent.An explanation and/or documentation will be required. However, these absences must be made-up with the approval of the Training Coordinator prior to advancement to the next period. Failure to makeup the classes can result in you not being advanced to the next period. You are responsible for checking the schedule for the next makeup date.
Note: All absences will be reviewed by the Training Coordinator and the Committee.
Tardiness will not be tolerated. Tardy time will be accumulative and will count as a full absent if you have three (3) tardies.
You must sign the roster every time you attend class, otherwise you will be counted absent. Also, you must attend school whether you are unemployed or not working at the trade.
You will receive an information package showing the books you need and when you need them. You are responsible for obtaining the necessary textbooks and materials from this office at the start of each term. Instructors will not issue books. You must obtain them through the office staff. If books are lost, stolen or destroyed, it is the responsibility of the apprentice to pay for replacement. In the event you leave the program, all books must be returned or you will be billed for them.
- Change of Address and Telephone Numbers
Each apprentice is held responsible (mandatory) to notify the union hall and this office immediately when he/she has a change of address or telephone number. Notification is to be submitted by only using the Change of Address form.
The completion date is based on the date of your indenture and any previous credit received. At a minimum you must complete five (5) years. When credit is granted the completion date is re-calculated. Example: 1) Indenture date September 1, 2007 = Completion date September 1, 2012; Example: 2) One (1) year credit, Indenture date September 1, 2007 = Completion date September 1, 2011.
Requirements for Completion
- All required related training (schoolwork) completed.
- A total of 1,080 – 1,100 school hours or 216 – 220 school hours per year for each year in the program or equivalent.
- A minimum grade of 75% in each subject.
- Participation in the 5th year comprehension test with a minimum grade of 900 points. Failure can result in repeating one more year of apprenticeship.
- 8,500 – 10,000 on-the-job-training (OJT) hours.
- Two (2) State Journeyman Certificates from the following classifications: Journeyman Plumber, Journeyman Pipefitter, Journeyman Gas Fitter, Journeyman Refrigeration or others as required in the trade prior to completion of the Apprenticeship Program. All documentation including testing results and copies of Journeyman Certification must be submitted to the Training Center business office prior to the turn out date.
- Failure to complete the above requirements within ninety (90) days of the designated turnout date will result in a mandatory meeting with the Discipline Committee and may result in disciplinary action up to and including cancellation from the UA Local Union 412 Plumbers & Pipefitters Apprenticeship Program.
Note: Requirements are subject to change according to various laws, licensing agencies, UA Policies/Standards, JATC Policies/Standards, etc.
When you have complied with the above requirements, you must choose the classification that you want to turn out as, Plumber or Pipefitter. Classification depends on the amount of experience that he/she has had during their five (5) years of Apprenticeship. A completion letter will be sent to the apprentice and a copy forwarded to Local Union #412. The apprentice must pay the remainder of the initiation fee to Local Union #412 and pay account balance in full at the Training Center to become a Journeyperson.
Probationary apprentices do not have the right to appeal.
- Correspondence Study
“Correspondence Status” may be granted by the Training Coordinator on a case-by-case basis to accommodate shift work when requested by employers on a temporary basis only. All lessons must be completed and turned in at the monthly correspondence class according to the curriculum/calendar.
There are two types of Correspondence Status (CS):
- Employed – To request CS a letter must be sent to this office on company letter head stating the location and length of time that you will be on correspondence.
- Unemployed – To request CS a letter must be sent to this office with a copy of your termination slip along with a permanent address. Also, you must state the reason why you cannot attend an area school.
All lessons must be sent to the Administrative Office, at a minimum, monthly. Also, correspondence students must pass the required test to successfully complete each semester course study. Furthermore, each correspondence student must meet with a designated instructor for a minimum of four (4) hours per month; this person may be your immediate Supervisor. Immediate Supervisor must be a member of the UA. The designated instructor must sign your OJT Form in the space provided documenting that he provided instruction for a minimum of four (4) hours. You are responsible for checking the schedule for the next correspondence class date.
Failure to complete the required course outline will result in extended apprenticeship time or cancellation. The attached course outline must be completed by the dates specified. All grades are posted on an office transcript. To obtain a copy of your transcript, you must request it in writing from the Administrative Office.
The Committee reviews your employers’ evaluation, instructor’s evaluation, grades, OJT and attendance to determine your status for advancement. Currently the advancements become effective the first of July and the first of January of each year.
Apprentices on the Out-of-Work List not complying with the procedures and not being available for employment are subject to cancellation.
Apprentices failing a subject (Fall and Spring) can expect denial of advancement until the discrepancy is corrected or face cancellation. The discrepancy will be corrected per the Training Coordinator recommendation.
Apprentices failing any area of the minimum requirements of any year of indenture can expect to have their agreement extended and pay grade frozen until the discrepancy is corrected.
An apprentice must maintain a “C” average grade during their full term of apprenticeship training and achieve a grade no lower than a “C” (84%-75%) for each course. The Committee, at its discretion, may require an individual to retake any class for which a “C” grade or better is not achieved, and to hold that individual in rate.
The grading scale is as follows:
100 – 95 = A
94 – 85 = B
84 – 75 = C
74 – 65 = D
64 – 0 = F
No numerical or alpha grade will be assigned to attendance.
Homework will be scored as follows:
100% completed turned in on time will add five (5) points to the test grade
99% – 95% completed and turned in on time will add three (3) points to the test grade
94% – 85% completed and turned in on time will add two (2) points to the test grade
84% – 75% completed and turned in on time will add one (1) point to the test grade
Example of Grading: A student has a grade of 84% or a C, he/she has perfect attendance, completed and turned in all the required homework on time. He/she would receive an extra five (5) points to their final score. Their final grade would be adjusted to 89% or a B.
When on correspondence all lessons must be completed and turned into this office in the sequence as they appear on the calendar. Also, a test will be administered upon completion of each segment of curriculum. Furthermore, you must turn in all your lessons when you are on correspondence, unemployed, employed out-of-state, or not working at the trade.
- Licenses- State Journeyman Certificates
It is your responsibility to obtain all State Journeyman Certificates necessary to complete the Apprenticeship program.
- On-The-Job Training (OJT)
A total of 10,000 OJT hours is the maximum required for completion of the apprenticeship program. However, the Committee realizes that the completion of 10,000 hours OJT is the ideal, but recognizes that most apprentices will not be able to fulfill the total amount of hours specified in the standards.
No apprentice shall be allowed to graduate unless he/she has accumulated a minimum of 8,500 hours of OJT and met the curriculum requirements as outlined in the apprenticeship standards and General Policies.
Each probationary apprentice shall accumulate a minimum of 1,700 hours at the conclusion of his/her first year of training, provided there have been no violations of policy, which would have extended the probationary period. The OJT hours for advancement in your pay period are as follows:

*Exception: Any 4.5 level Apprentice not in possession of at least one (1) State issued Certificate of Competency (Plumbing, Gas, or Pipefitting, Journeyman Refrigeration) from the state of New Mexico or Texas will not advance to a 5.0 apprentice class/pay period status until a Certificate of Competency is obtained. Advancements will only be given in the months of January and July.
Note: All OJT Forms must be turned in by the first week of each month for the preceding month to receive credit. Forms must be complete, i.e., required signatures, name of contractor/employer, location of work site, etc. in order to receive credit towards advancement. Forms that are not complete will be returned to the apprentice for completion. Forms to be turned in for December and June (for advancement) are to be turned in no later than the 2nd Friday of the month. Failure to comply with the deadline regarding OJT Forms will result in the individual not being advanced.
- Out-Of-Work List (OOWL)
Immediately after being laid off or fired from a job, call or go to the Plumbers and Pipefitters Local Union #412 Hiring Hall and get your name on the OOWL. This will insure that you will be considered for a job.
NOTE: The Local Union Hiring Hall conducts all referrals, not the apprenticeship school or the Committee.
A resignation from the Apprenticeship program requires Committee approval. In the event that you must resign, write to the Training Coordinator (411 Arizona SE, 87108) stating; “I wish to resign from the apprenticeship program because (state your reason).” Include date, your name and address.
The Committee attempts to establish schools throughout New Mexico to accommodate viable training. Locations are determined upon the number of students and the cost effectiveness. Present school locations are:

- Veteran Administrative Benefits (VA)
Begin by notifying the Administrative Office, complete Veterans Application for Educational Benefits Form (Form 22-1990) and attach a copy of your DD-214 form. Then submit to the local Veteran Administration office. If you qualify you will receive form 22-6553D with a check, this form must be certified by this office. Also, have your employer fill out the Apprentice’s Monthly Work Report (obtain a supply from this office). Then sign and date both forms and mail to this office. If you are unemployed, indicate “unemployed” on the Apprentice’s Monthly Progress Report.
NOTE: Only the certifying official in this office can sign VA Form 22-6553D.
- Drugs, Alcohol and Smoking
There will be no consumption of alcohol, marijuana or any other drug on school property. Violators will be subject to expulsion from the program.
No apprentice will be allowed to attend class if they have consumed any alcoholic beverage, smoked marijuana or used any drug prior to the start of class. Also, there will be NO alcoholic beverages, marijuana or drug consumed during class hours or at break time. Everyone’s safety is involved.
Any apprentice who is terminated from school or the job for cause pertaining to alcohol or drugs that are not prescribed by a physician shall be cited to the Committee.
Once a participant (apprentice) has exhausted the drug test appeal process as per the Master Labor Agreement, he/she may at his/her own expense consult a Training Trust approved Medical Review Officer (MRO). The Committee will adhere to the recommendations of the MRO. If the recommendation is for a rehabilitation program, the apprentice must enroll in and complete a drug/alcohol rehabilitation program at no expense to the Committee/Training Trust and present documentation to prove his/her participation. The participant will be subject to re-testing, with or without cause, at the Trust’s expense, during the balance of his/her apprenticeship. Second failure will result in automatic cancellation.
All smoking, including e-cigs, dipping or chewing is forbidden in the classroom and shop, during class. Designated smoking areas are outside of the building. Always put cigarettes in appropriate containers; NOT on the parking lot. Papers, candy wrappers, etc., are to be deposited in garbage cans.
If you are on medication of any kind as required by your physician, you need to inform the Instructor and the Administrative Office of your medical situation. Documentation must be provided supporting your medical problem such as written notice from your doctor.
Fighting will not be tolerated. There shall be no fighting inside the Training Center building or on any of the JATC’s parking lots or properties being rented by or otherwise being occupied by the JATC. The JATC’s “Zero Tolerance Policy” for fighting will be strictly enforced. Apprentices engaged in any type of violent behavior will be cited to meet with the JATC Discipline Committee and may face cancellation of their apprenticeship or other disciplinary action.
Vacations will be allowed during scheduled vacation time only. The only exception will be by notification to the Administrative Office from your employer. This notification must be on company letterhead. Approval by the instructor will also be necessary. All required schoolwork must be made-up.
All apprentices must sign the “Out of Work Book” in the Union Hall and also notify the Administrative Office immediately upon termination of employment. All dispatches are through the Dispatcher at Local Union #412.
The policy of this Joint Apprenticeship Training Committee (JATC), which will be referred to as the Committee, is that no apprentice has the authorization of this Committee to terminate his/her employment without the prior consent of the Committee. Any action by an apprentice who unilaterally terminates his/her employment is subject to review by the Committee, which may include disciplinary actions. If you are having problems on the job contact the Steward or the Business Agent to help find solutions to the problem.
If in the opinion of the Committee, an apprentice is not gainfully employed for the majority of the rating period, his/her rating may be reviewed by the Committee and may be subject to be “Held” at his/her percentage rate.
- Book Fee
The book fee is $250.00 per year. Payment is as follows: $125.00 is due prior to or at school registration which is held at the end of July or the beginning of August. If the $125.00 is unpaid at the time registration, the apprentice may still register for the coming school year. However, the apprentice will not be allowed to attend classes until this amount is paid. In Section 2, “Absences”, of these policies it states: There are no excused or unexcused, there are only absences. If you do not attend class, you are considered absent. Non-attendance to apprentice classes will result in a mandatory meeting with the Discipline Committee.
The balance of $125.00 is due prior to or at the same time your December estimated on-the-job training hours are due per the Plumbers & Pipefitters Training Center calendar. Failure to pay the balance of the registration fee by this date will result in a mandatory meeting with the Discipline Committee at which time a notarized Payment Schedule Agreement will be entered into by the Apprentice. Failure to comply with the notarized Payment Schedule Agreement may result in further disciplinary action which may include the holding of any Apprentice Advancements. Further non-compliance with this issue may include cancellation from the Apprenticeship Program.
